A digital state is only as reliable as the data it runs on.
The Pakistan Digital Authority hosted Dr. Naeem Zafar, Chief Statistician, Pakistan Bureau of Statistics (PBS), at PDA Headquarters to work on the registers and data systems that sit beneath Pakistan's Digital Public Infrastructure.
Much of the conversation focused on the National Core Data Registers that will serve as authoritative sources across government:
- National Individual Register
- Pakistan Legal Entity Identifier (PLEI)
- Business Location Register (BLR)
- Property Register
- Vehicle Register
- National Address Register
Beyond the registers, both sides discussed modernising the National Statistical System by pairing traditional methods with administrative data, AI, and geospatial technology. They also examined a standardised Property Identification Framework built on international standards and Unique Property Identifiers (UPIs). Alongside this, they looked at National Spatial Data Infrastructure (NSDI) to connect spatial data across institutions, as well as coordination on data governance, digital identity, and cybersecurity.
Data registers are foundational digital assets that will support citizen-centric public services while strengthening Pakistan's digital economy. Getting the data foundation right is what makes everything above it, from national statistics to frontline service delivery, worth trusting.
