Pakistan Digital Authority Presents Digital Nation Framework And AI Governance At Civil Services Academy

While we are building the digital infrastructure of the country, it is important to also develop the capability to use it, one cohort at a time.

Ahmad Manzoor, National Blockchain and Artificial Intelligence Architect, Pakistan Digital Authority (PDA), represented the authority at a session at the Civil Services Academy, part of the Establishment Division's ongoing training initiative on strengthening governance through artificial intelligence and whole-of-government approaches.

The session covered the frameworks Pakistan's digital government is being built on. It began with the legal foundation: the Digital Nation Pakistan Act 2025 and the Digital Nation Pakistan Framework. Digital Public Infrastructure, digital identity, and digital sovereignty, which are the building blocks of the digital state, were also discussed.

Ahmad Manzoor spoke about the National Artificial Intelligence Policy, and about the connective layer that sits underneath it: data interoperability, and WASL, Pakistan's National Data Exchange Layer.

A central theme was the Technology Triangle, PDA's framing of how government, industry and academia align to build a connected digital nation and a productive digital economy.

Ahmad Manzoor placed civil servants inside that architecture rather than at the receiving end of it. Officers who understand both the policy intent and the technical capability of a system are the reason it improves service delivery. The future will not be governed by technology alone, but by leaders who understand the systems that will underpin a more connected, digitally enabled state.
